Dutch term or phrase: belendende percelen
Zij regelen dus o.a. ook de ‘orders’ naar belendende percelen. Bijv. verpleegtehuis.

I understand what isnk 't thi meant here: the context is the logistics office of a hospital, they arrange all the comings and goings.
But i can't think of an equally poetic line in English. Anybody?

I don't think your interpretation is correct. "belendende" has one meaning only, and that's the one I posted. Don't see any possible "figurative speech" in that sentence either. But it's not my translation and I don't have a lot of context to go on.

Notes to answerer
Asker: Thank you, Cindy! Your answer is, of course, the literal meaning of the phrase. But I think it is, perhaps, a figurative turn of speech. "belendende” meaning “bordering” meaning “similar”, Maybe “institutions of similar nature”, As in a verpleeghuis is similar in its goals to a hospital (general patient care), but not necessarily adjacent territorially.
