في حالة تاخره عن دفع الثمن او امتناعه عن الدفع يحق للطرف الاول ان يرجع عليه لاستيفاء جميع حقوقه الناتجة عن هذا العقد كما يحق له استيفاؤها مما قد يكون تحت يده للطرف الثاني من اموال فاذا كانت غير كافية يحق للطرف الاول الرجوع عليه بالباقي.


I'm not quite sure I'm getting the absolute correct meanings of رجع and استيفاء .
Would this be a correct rendering:

In the event of late payment or cease thereof, The First Party may demand execution of all his rights deriving from this contract, as well via payment by the Second Party of any funds available to him. If insufficient, The First Party may demand the rest.
