It means "inspiration" and can be for both masculin and feminin. Among the famous masculin Ilham Almafa'i (the well known Iraqi singer) and the feminin Ilham Shaheen (the famous Egyptian movies star).

It says it is 'Ehan' and the meaning given is 'full moon'.
My answer is assuming that the correct spelling is Ilham/Elham.
