Is this to "refuse a management position" or to "discharge a management position" (i.e. grant one)?

Ordbogen Vinterberg & Bodelsen gives this and other answers for discharge. I believe the question is whether the worker in his/her opinion and the supervisor\'s opinion can take up the challenge of a management position.
