The human rights-based approach argues that aid and development must be consistent with human rights norms, bridging international human rights standards and development interventions.

I am not sure what "bridging" means in this context.

The human rights based approach is thus an approach that says in provinding aid you must take into account the human rights situation in the country being aided, you can not ignore human rights violatons. Therefore it is an approach that bridges (joins or includes) both concerns (or issues.)
