English term
contest from the partner governments
English

International Org/Dev/Coop
"Most of international organizations such as the United Nations departments and the specialized UN agencies generate global and country statistics that could be used when no reliable national indicators or information are not available.
Sometimes, using international based indicators may generate contest from the partner governments.
As in the case of maternal mortality referred to in the previous paragraph, the secondary data frequently do not agree with the primary sources.
The main potential reasons for such inconsistencies are:
Countries are using more recent data that have not yet found their way to the international agencies;
Even though the international agencies have most recent data, they prefer not to use them before their quality has been assessed;
Rather than using most recent data, the international agencies prefer to use a trend line, based on several recent data points;"
Does this mean that the data generated may conflict with that generated by the partner governments?
Thank you for your help!

some partner governments may not be in (complete) agreement and challenge
by querying the accuracy of the information provided

--------------------------------------------------
basically it means that some partner governments might query (in the sense of "question" whatever is at issue" i.e. they are opposed to whatever is at issue)

it's not necessarily the accuracy ... it might well be that they have other strategies in mind and what is being put forward is not in their interest

--------------------------------------------------
but the bottom line here is that they disagree

: It might also be easier for the asker to understand if the sentence is turned around: Partner governments may sometimes contest/challenge/disagree with the use of international based indicators".

I'm pretty sure it should read: " ... when no reliable national indicators or information are available."
Nothing to do with the question or David's answer, of course.
