"Les taraudages « d’option » (et visibles ou à coulée de rouille visible) seront signalés sur les plans d’exécution. Ils doivent être peints, puis, après peinture, être toujours bouchonnés."

Is "à coulée de" something like "arising from..." here? Or is this to do with "coulée" as in "casting"? I think I understand what they're getting at but am searching for the best phrase.

My reading here is that the taraudages, being bare metal, tend to signal their presence by leaving rust stains down the outside of the piece. Of course, I don't know what the rest of the text is about, so I could be barking up completely the wrong lamp-post....

agree Bourth (X) : Looks like it. The holes are big enough to be seen, or smaller but identifiable by rust runs below them. Assuming I too am peeing on the front nearside wheel.
