L’ENTREPRENEUR est également réputé avoir parfaite connaissance des contraintes des avoisinants (Activités, logements, écoles, installations informatiques ou techniques sensibles, etc…) et avoir inclus dans son prix les dispositions et méthodologies correspondantes (précautions de désolidarisation; interdiction de survol avec ou sans charge; interdiction éventuelle de mise en place de dispositifs tels qu’échafaudage sur le terrain voisin;

In the sources I have found "desolidarisation" in a building is linked to expansion joints, supports (that separate elements), a sort of acoustic/anti-vibration insulation (see this site:http://www.bsw-schwingungstechnik.de/fr/stabilite-elastique-... and debonding / decoupling. However I am not sure this fits in this context. I think the precautions may relate to separating the building site off from the neighbouring properties.
Does someone else have a more clear idea?

I think you are are on the right track but difficult to be certain without more context but I suspect that this is a tender for the construction of building up against another, and it stating that the contractor must ensure the new construction will not transfer any loads to the adjacent building. Typically adjacent walls and foundations would be separated by some kind of flexible joint (sometimes referred to as an expansion joint too)
