pourvue is often used to mean, for example, that a job vacancy has been filled - 'la poste est pourvue'.

Although it's not a usual translation of 'pourvue', offers are commonly 'taken up', so I suggest 'taken' *in this specific context*.

they are referring here to 2 types of offer, soit a training coure offer or job offer

As in "The administration considers the offer to have been made when it has been sent to the student." -- ie, as soon as the administration has mailed out / decided / etc its offer to the student it is considered to have been made (and not wait until the student has accepted). You haven't provided any context but it sounds like it's describing an administrative procedure for determining when & how student acceptance numbers (into a course etc) are calculated.
