These are researchers who have the official status of 'researcher' in their institution (university, think tank, research lab). They are under long term contract or may be tenured, but they are not necessarily tenured.

I think this title is used very widely and includes tenured and non-tenured researchers, and can apply to different kinds of institutions, academic and otherwise, so it might suit your purposes.
