I believe that is the capital letter 'I' This term comes up frequently in telecommunications as 'I' uK for 'Informations- und Kommunikationssystem'.

Should be 'communication' - well its Monday morning - my fingers aren't quite warmed up yet.

Das ist möglicherweise die Abkürzung von "Leitungs- und Koordinierungsstab". Oft im Umfeld Feuerwehr/THW etc. zu finden.

Bereich BOS etc. scheint mir im Übrigen nicht unwahrscheinlich, da von "Alarmierung" die Rede ist.

agree David Williams : It is indeed a lower case L, as you'll see if you copy and paste the "luK" from above into MS Word then change the case (Shift+F3).

Thanks. Well, but if my suggestion is correct, it should be uppercase. So, either way, something seems to be wrong ...
neutral Richard Stephen : The asker may have typed a lower case L; that doesn't necessarily mean that was what was present in the original, or that the typist didn't make a mistake in the original.

neutral Steffen Walter : The source document may be the result of a scanning/OCR process, which would explain why a capital I was rendered as an l. "Leitungs- und Koordinierungsstab" appears less likely than "Information und Kommunikation (IuK)" here.
