Procurer

While appropriator is the literal translation, it does not have much meaning in English in this context and I do not believe is in common usage. A procurer is in effect a purchasing agent or buyer. An appropriator might be something more than a despechante and less than a buyer, in this sector. My sources are my experience with English as well as the following dictionaries: Novo Dicionario Aurelio, Novo Michaelis, and Webster's New World.

time keeper

Regarding the Oil & Gas Platform Construction segment, it is the term used when referring to a person that is in charge of controlling the work hours of the shipyard employees. Everytime a Platform Contract is entered into in Brazil, the Project Managers have to submit a list of all functions to the Owner of the Project. The "time keeper" is one of them.
