Nothing else in the diploma hints or suggests as to what this is. Does is it refer to a special character training program? How do I translate it? Hope you can help.

Otra posibilidad Podría ser un colegio para hijos de miembros de esos ministerios y departamentos. En España existían colegios para hijos/huérfanos de distintos colectivos (maestros, guardia civiles, militares, etc) que se mantenían con cuotas pagadas por los distintos colectivos y que garantizaban la educación de los hijos sobre todo en casos de muerte de los progenitores.

More info Perhaps I should have included this bit of info. The school has a religious name but at the top it reads: Ministerio de Defensa Nacional, Policia Nacional. Could it be a program for troubled or delinquent youths?

Hilda, after reading your note I think my suggested "special education" fits well, even though the students are not exactly what we know as "special need children." I agree with you that the school is likely to provide education for troubled youths.
