Is this actually "command of written English"/"command of spoken English" or what? I'm simply not sure how to translate this properly. And I'm sure it appears frequently on Education certificates. Many thanks for your replies!

@ asker Can you provide more context? "Instrumental" refers to 'functional". It would help to know what the students' profile is. If this were a course for new immigrants we could be talking about "Survival English", a course designed for health care professionals (to develop vocabulary, for example) would be a completely different thing.

Agree with previous poster, but I think the word "instrumental" has to be translated somehow, and in my opinion DOMINIO INSTRUMENTAL is less than proficiency

practical English usage course

Another guess, but my impression is that the course is to gain an 'active command' of English, for use in real-life situations, as opposed to more theoretical matters like grammar. Basically you learn language that equips you for practical purposes like work, learning other subjects etc.

Course in Practical English

Keep it simple: qualifiers like "usage" and "language" are redundant ("practical" implies knowledge for the purpose of utilzation). There are hundreds of references for this term on Yahoo. I've provided just one example.
