I get from this that we are adding the delay introduced by the filter to the calculated phase. I don't get the 50Hz. Is it a 50Hz filter? or am I adding 50Hz to the calculated phase? or.....?

This seems to be a case of using a low pass filter to introduce phase retardation.
Example sentence:
