From the context of the 'fundacion de las torres' I don't agree that it is a simple fire extinguisher attached to a wall, as you yourself doubt. I think it is a 'canon' extinguisher attached to the fire engine (or fire truck in USA), much bigger, much more powerful for extinguishing fires in appartment blocks, forrests, etc. This would be a long hose which is carried up the extendable ladder...there are a few examples of CAFS (see below) on the internet but I'm just guessing.
What makes me unsure are the 'losas de concreto' - not typical on a fire fighting vehicle.....?

: I originally put foam canon....but for sure its not a fire extinguisher that you have hanging around on the wall.....
