I don't understand the use of this term in the context. I'm going to provide plenty of context so that everyone can grasp what this is about:

El gobierno de Nogales, Sonora descubrió que ***dentro del embovedado,*** que conduce el agua de Sur a Norte, se había levantado un muro de contención de 1.5 metros, con dos terceras partes construidas en terreno mexicano, obstruyendo el paso del torrente pluvial y por consiguiente reduciendo el área efectiva para conducirlo, y que las autoridades de Estados Unidos no informaron al gobierno mexicano de dicha construcción.
