material question of law

Here, 'material' means that the facts being presented apply to the issue in litigation. 'Question of law' means (lacking further context) that the fact being presented is about whether the law prohibits or allows the behaviors involved; it is not about whether the behavior occurred, which would have been a 'question of fact'.

So, perhaps thus: 'Any person who qualifies as a party with standing to litigate could possibly be the subject of the material question of law.'
