I cannot find the reference I am looking for but I know about the phenomenon. It is a centre to which transport companies (and logistics) can subscribe in order to find consignments for shipment or carriers to handle their shipments. There is one in France called something like TELEMART and if I could find their website, it would help. So far I've drawn a blank.
The idea is that the "mart" brings together supply and demand - i.e. people looking for loads and those wanting a transporter
