OK. Acero laminado en frio is cold rolled steel, but what is the rest of this and how does it all fit together? How do you say doble recocido gobular and how would you add it to the title to make the title in the right word order?

RESISTENCIA AL IMPACTO:
Dejando caer sobre el centro de la puntera en su eje longitudinal una pesa de 20 kg.
Desde un metro de altura y habiendo colocado en su interior un cilindro de plastilina, conseguimos en el momento del impacto una luz libre superior a 15 mm.
RESISTENCIA A LA CORROSION:
En cámara de niebla salina con una niebla a 35º +_ 1º C.
Que sobre una superficie horizontal de 80 cm2 se recojan 2 +- 1 ml. de solución por hora como valor medio en un tiempo de funcionamiento de tres horas con PH de 7 +- 0.2.
Se han introducido punteras durante cuatro horas, a continuación se han tenido durante 20 horas a 20 +- 5ºc y 55 +- 10% de humedad relativa, después se han vuelto a meter en la cámara durante otras cuatro horas, al final son lavadas con agua y secadas.
NO SE OBSERVAN SIGNOS DE CORROSION

Cold rolled, double spheroidize annealed steel
I agree that it should be "globular."
I have a note in my glossary that recocido de globulación is "spheroidize annealing," and I got the term from this web site (fairly extensive glossary - you may find it useful).

This would tend to support the translation:
Spheroidize Annealing:
A special type of annealing that differs only in the extremely long cycle required. This treatment is used to produce a globular condition of the carbide and maximum softness for best machinability in some analyses or to maximize cold formability.

I have not seen the whole expression, nor any references to the "doble" part anywhere. However, there are quite a few references to just "cold rolled, annealed steel" so I don't see why you couldn't express it as I did above in the answer box.
