How can I translate "titulares de instalaciones" in this concept regarding control of nuclear energy safety strategy documents.....


Las actuaciones del CSN afectan a múltiples colectivos, entre ellos, las instituciones públicas de la administración del Estado, autonómica y local, la población y la sociedad en general, las empresas con interés en la materia (titulares de instalaciones y actividades, fabricantes y proveedores), los trabajadores expuestos en instalaciones y actividades reguladas, el personal del CSN y los actores interesados (las personas que viven en el entorno de las instalaciones, organizaciones sindicales, organizaciones no gubernamentales, medios de comunicación, colegios profesionales, sociedades científicas y profesionales, centros de investigación, universidades, organismos internacionales y partidos políticos.

or facility. Titulares are owners, I can't see what the objection might be.

Nuclear plant ownership and operation is mostly by the Spanish-based but now international utility Endesa SA (originally Empresa Nacional de Electricidad S.A) and Iberdrola. Endesa is 92% owned by Italy's Enel (though it is selling down to 75%). Endesa and Iberdrola have a joint venture operating company: Asociacion Nuclear Asco-Vandellos (ANAV) which covers the 40% of the country's nuclear capacity, in Catalonia. Another joint operating company is Centrales Nucleares Almaraz-Trillo (CNAT), covering the central and west capacity. Centrales Nucleares del Norte (Nuclenor) owns and operated the Santa Maria de Garona plant in the northern province of Burgos. Nuclenor is also owned by Iberdrola and Endesa (50% each), and pioneered nuclear generation in Spain.

Not really, but as I say above, the plants are all owned by Spanish S.A.s

installation providers

I don't think the usual translation of "titulares" as owners works in this context. It looks like it means the people responsible for either installation of equipment, infrastructure, etc and related activities, or else the facility per se.
Having said that, maybe it just means facility owners, but that doesn't really fit with "actividades" (Facility and activity managers?)...

I don't think you can have an "owner" of activities, but you never know... (...companies with interest in the matter (owners of facilities and activities, manufacturers and suppliers),..."

As a UK and EU citizen, I'm used to thinking of nuclear power plants as being government-owned. The thought of them having an" owner" in the private sector is a bit scary, but then again, so is having no NHS....

In fact, I reckon you could translate the whole phrase "titulares de instalaciones y actividades" as "operators" without batting an eyelid.
