I think the previous comment is probably a good explanation. Here's a confirmation of the use from a paper company:

The traditional slitter knives of the rewinder are replaced with a series of waterjet nozzles suitably placed between the scanner and reel, but before the pope roller. (http://www.paprima.ca/news.htm)

rollers are what you usually call those big spools of paper

measuring over 1 m; however, "pope" does not figure in any of my normal & technical dictionaries. Sure you haven't got a typo?

'Pope' roller....

Seems [to me] like a machinery manufacturer's brand; in large-scale and highly specialized machinery, the makers are reduced, and the users name the machineries after the brand names, because is widely known among the trade.
i.e. Harris Press, Solna, etc.
