The term appears in a letter sent by a representative of an estate agent to a property buyer who is waiting to be delivered the property:
"La firma de escritura en ningún momento será antes de que el Excmo. Ayuntamiento de Fuengirola conceda la CÉDULA DE EDIFICABILIDAD."
Is this a certificate of building rights? Or a document specifying the building area?

I don't think this is anything more complicated than a building permit. Of course different areas will attach different conditions, but basically it just means that the land is 'buildable on' and not agricultural land. So the deeds of the house cannot be delivered until the Ayuntamiento has confirmed that the construction was legal. (A lot of foreign buyers were caught out by this in spain)

Discussion
Interesting to note that your doc is from Fuengirola; in nearby Marbella it used to be common enough for buildings to go up without the slightest sign of planning permission! Just a question of greasing somone's palm....
I've persuaded myself to stop thinking in terms of planning vs building permission (a GB distinction), but even so, it's a bit tricky to get your head round this because Spain varies from area to area. But the basic idea is always that a piece of land must first be zoned as urban and buildable on, and then the process can kick in. So that nice little spot on the edge of town may actually not be within the area which can be built upon, and no planning permission will therefore be forthcoming. Once an area is deemed urban, then you are in a position to apply for planning permission; and the density of building allowed will govern the size of building you can put up on a plot.
All in all, I'd go for planning permission, but can't provide you with any refs... Although I see that as I'm writing, Taña has posted sth, so let's have a look...
