\'exchange\' is the English word for \'central\' when used in a telecommunications context.

I am not sure whether the context includes also data communications, in which case some of the other answers would be the right choice. However, most data communications go through the phone network, except DSL.

Yahoo has more than 2600 hits for phone exchange and over 800 for phone switchboard.
