More context and correction It has to do with the creation of an urban development consortium.

"El día XXX fue firmado, por parte de todos los participantes, el convenio que contiene los acuerdos generales que hicieron posible el consorcio. En fecha XXX, el Gobierno toma el acuerdo de autorizar su creación. En fecha XXX se produce la constitución formal del **consorcio**, en un acto público denso de contenido."

It's the official setting up of the consortium through an "acto público". My apologies!! So, we are talking about a formal ceremony I'm guessing.

Yes, it would help to know what kind of "contenido The big question is whether it is packed with speakers and symbolic gestures, or whether the content is about meaning, politics, emotions, etc.

The phrase seems strange, but I guess the meaning is that the announcement/event in question was rather long, and there was a good deal of talking by whomever made the announcement.

I think this must refer to a document rather than a formal presentation of some kind.
Example sentence:

thanks for the additional context Sherry, I can see now that the purpose of the meeting was to decide what content was going to go into the Consortium's Constitution. You could call it an "open meeting" i.e. meeting open to the public.
