Some commentators would say "fasten the sins upon the soul" = attach them but you could also say IMPRESS (Stamp) them on the soul so that you can really feel them and examine them in order to consider our ways of living and avoid sinning and temptation to sin
The sins are burdens you must be able to feel so that you can do something about them
