I'm wondering the best way to translate 'forma e prere' in the context of judicial decisions. I believe that it means the final judicial decision, beyond any right of appeal (although happy to be corrected if that's not the case). But is it best to translate is as 'final-form decision', 'unconditional decision', or would the Latin term res iudicata be better?

Res iudicata means 'adjudicated matter' and doesn't necessarily refer to a decision. It might refer to a judgment as well.
The term 'unconditional decision' is one I have never encountered in any of my thousands of legal translation projects I have undertaken.
