Appears in a set of house rules for a condominium building (in Belgium). There is constant reference to both a 'concierge' and a 'syndicus' to whom any damage, problems etc must be reported.
I have not found this term anywhere, and wonder if it is a person (residence manager, agent?) or perhaps it refers to the board of co-proprietors which ultimately governs the building. Any thoughts are appreciated.

Comment: "Thanks, Marion! I am choosing this one despite the caveat by writeaway, because I have found this indeed used in many places for just such a person. It does not seem necessary that the person have an office in the residence (e.g. it can be a function exercised for many buildings by a property manager). Condominium manager is also used, but my client wanted it translated into UK English and dictionaries say condominium is US usage."

Syndicus is the Flemish term for the same thing. A syndic/syndicus is usually a professional real estate agency who also handles this lucrative (for them)job.

A condominium manager is responsible for managing everything regarding the common parts of a building. He does the administration, the accounting, phones the plumber, contracts the gardeners, pays the bills,...
He has more or less freedom depending on the bylaws of the asociation of the co-owners of the buildings.
Incidentally, I was the first independent software developer (at that time, we were simply called programmers ^_^) to create a pc-program for "syndici" in Belgium and it was, for a time, the most succesful program in the country.
Also funny is that the term syndicus is not a TaalUnie accepted Dutch word, even though it is an official term in Belgium's Dutch legislation. This makes the term illegal because the Dutch legislation in Belgium is supposed to use Dutch, not anything else. Just another funny thing about this surrealistic country.

: not that much freedom here. does the administration but -theoretically at least- can't make a move without committee approval. the Dutch term comes straight from the French/there are laws that govern the bylaws

As I said, it fully depends on the bylaws of the association of the co-owners, just as for any other manager/director/officer of any other corporation or association.
