This is the only info I have, but I suspect that they mean something like "dealt with" or "settled with" a statement.

My two cents Yes, issuing a statement will settle (fulfill) the requirement for animal testing.

Thanks. I'm still not sure exactly what's going on. The aanvrager is presumably someone applying for a licence for a chemical product, and it sounds like issuing a "statement" might be a way of avoiding the need for animal testing. Does that make any sense?
