We can't say غير لائق للتجنيد، since تجنيد means recruitment, while the direct translation of deploy is ينتشر and deployment انتشار الجنود redeployment إعادة الانتشار.
Another note: Don't say, غير صالح it's better to use غير لائق. You may see in many certificates لائق، غير لائق sometimes غير لائق طبياً ؤشى can be found in military certificates for the person who is not medically fit.
