Blading is the single biggest routine maintenance operation and absorbs around 25% of the maintenance budget. The contracts for blading should, to start with, be based on single grader programme areas to permit access to small contractors for which a market already exists, with the proviso that tenderers will be allowed to tender for more than one contract in a Region.
