“Responsable o supervisor de seguridad para espacios reducidos o confinados”, también conocido como “supervisor de entrada”: Desconozco si existe una denominación más específica para el término que buscas. Es la persona, que puede ser el supervisor o un ayudante de éste, que se encarga de asumir en el exterior la tarea de control de las actividades en espacios reducidos, también las tareas de alerta y socorro ante incidencias imprevistas en esos espacios (accesos estrechos, pozos, túneles, etc.) donde operan otros compañeros de trabajo. En inglés hay varias denominaciones para esta actividad, por lo que he podido comprobar: “man watch”, “standby/standby man watch”, “safety watch”. Sus tareas no solo se limitan al control y la alarma, también debe disponer de nociones e incluso titulación en primeros auxilios (en Estados Unidos).

Anyone working in a confined space must be constantly alert for any changing conditions within the confined space. In the event of an alarm from monitoring equipment or any other indication of danger, workers should immediately leave the confined space.
Another worker, the Safety Watch or Standby, is posted outside the confined space and continuously monitors the workers inside the confined space. The Safety Watch has the following duties:
Understands the nature of the hazards that may be found inside the particular confined space and can recognize signs, symptoms and behavioural effects that workers in the confined space could experience.
Monitors the confined space and surrounding area and is on the look out for dangerous conditions.
Remains outside the confined space and does no other work which may interfere with their primary duty of monitoring the workers inside the confined space.
Maintains constant communication with the workers in the confined space.
Orders the immediate evacuation if a potential hazard, not already controlled for, is detected.
Calls for emergency assistance immediately if an emergency develops.
Is immediately available to provide non-entry emergency assistance when needed.
Can provide entry rescue only after the most stringent precautions are taken and another Safety Watch is immediately available.
The Safety Watch is qualified in confined spaces rescue procedures and will be available immediately outside the confined space to provide emergency assistance if needed. The Safety Watch should be familiar with the structural design of the confined space. The Safety Watch is in constant communication with the worker inside the confined space and will:
Have an alarm for calling for help.
Have all required rescue equipment (for example, safety harnesses, lifting equipment, a lifeline) immediately available and be trained in its use.
Hold a basic first aid certificate.
Can do Cardiopulmonary Resuscitation (CPR).

El Permiso de Trabajo
El Permiso de Trabajo para la entrada en espacios confinados, es un documento que indica cuáles son los peligros en el área cubierta por el permiso y cómo controlarlos, incluyendo una lista de las medidas de seguridad requeridas.
Antes de que alguien entre al área cubierta por el permiso, el supervisor de entrada, debe revisar la lista para asegurarse de que todos los pasos necesarios han sido tomados, y luego firmara el permiso.
Concepto de Espacio Confinado
Un espacio confinado presenta las siguientes características:
◦ Su tamaño y forma permiten que una persona pueda entrar en él.
◦ Tienen formas limitadas para entrar y salir de ellos.
◦ No están diseñados para que estén ocupados permanentemente
Información General.
A pesar de que los permisos varían en tamaño, extensión y número de condiciones, es muy importante tener la información completa, especialmente si la persona que autoriza la entrada no estará encargada de la misma. Los permisos deben incluir:

• El nombre del ayudante que va a vigilar el área de trabajo y del supervisor.
• Los peligros identificados en el área de trabajo.
• Los métodos de control y aislamiento que van a ser utilizados.
• Las condiciones aceptables para efectuar la entrada.
• Los resultados de los exámenes iniciales y periódicos de atmósfera.
• Los números telefónicos del personal de emergencia.
