At this time, no decision has been made regarding whether Quality Control and/or Maintenance employees are included, or excluded from, the bargaining unit, and individuals in those classifications may vote subject to challenge.
is there a way to express it simplier? I'm not sure what is meant here at the end (they decline decision?? or else)

their right to vote may be questioned (they may not have the right to vote)
subject to challenge =someone (anyone in the bargaining unit is implied) may question or query the decision to allow them to vote. That is, they may not automatically have the right to vote. (this is why they have said "included/excluded the bargaining unit") earlier. The decision hasn't been taken whether to ALLOW them to vote or not
It could be to do with their standing in the Union, membership fees or whatever. The reason is probably elsewhere in your document.

when they vote they are not sure if their votes are to be taken into consideration in the counting process
