I am assuming that this is the same context as where it was quoted in your earlier question:
" Avis du conseil de classe pour le passage en 2ème année : favorable - réservé - défavorable".
So the staff haven't made up their minds and it might depend upon how well other students do, or whether any drop out. After all, they need to maximise their income for the course and so need bums on seats, even if the attached heads aren't, as it were, the top.

This is just a suggestion. Having seen your other question 'admission en 2e année", I have the answer to my question above.
Does this kind of thing exist as a concept in Anglo-Saxon education? I don't know. But, according to what you have put for "favorable", I'd suggest putting sth like
'acceptance/approval withheld'. If it is the 'avis du conseil de classe' then it is someone else (the proviseur, I suppose - it sounds like a BTS course) who officially gives the authorisation to go on to the next year

: I think in this case it means that in this case the 'go ahead' is withheld and the 'conseil de classe du 3e trimestre' will give the final answer.

could be - I was leaning towards BTS (which goes in semesters) as the other qu. of Katiuscia mentions going into '2e année'; anyway, it's a way of saying that as things stand, going into 2e année is not a "good thing". Thanks Sandra :-)

It seems to be be a case of not wanting to give a definite pass or fail, perhaps leaving a decision to be made at a later date by someone else or withmore evidence. I hope this helps.
