I am only guessing, albeit an informed guess, but you really will need to check by further research here.

I'm assuming that the éléctro. must be short for électroaimant = electromagnet, aka solenoid (the latter term being probably more appropriate in this sort of context).

Since déclenchement for a c/b is tripping (= the circuit breaker opens to cut off the current), logically enclenchement would be resetting — though I must admit I'm more familiar with the term 'réenclenchement' or 'réarmement'. Only your wider context will enable you to tell if there is any other hidden meaning in this instance...
