This comes from a document about the Alsace region: the region's budgetary expenditure is divided into two categories, "dépenses d'intervention" (which include educatin and training, transport, environment, economy, info tech, culture and sport) and "dépenses hors intervention".

According to vie-publique.fr, "les dépenses d’intervention des collectivités territoriales sont les dépenses effectuées au titre des compétences qui leur ont été transférées par l’État".

I would appreciate any ideas on how to translate this term into English...
