It is simply a part of the charges added by the bailiff. This part is a very meagre sum and simply represents an "add on" for each time he is called out.
Thus if he has to make 3 visits before he manages to serve the summons, he will charge this "call fee" 3 times

yes, it's fortuitous I had one of these the other week and had to read the section of the CPC to decipher the various charges; + Bailiffese (huissierais) is a lingo to itself, at least in France
