Is there a standard phrase in English that summarizes the above?

The phrase appears in a letter from the tax office in the following context:

Monsieur,

Vous etes actuellement l'objet d'une verification de comptabilite. Ce controle concerne la periode allant du 1 avril 2002 au 31 mars 2005.
Une proposition de rectification interruptive de prescription concernant l'exercise clos en 2003 vous a été adressée le 21 Décembre 2006.

a Notice of Deficiency which suspends the statute of limitations

In the US, there is a similar process whereby the tax authorities mail a Notice of Deficiency which contains the amount the taxpayer is required to pay. From the date of that Notice, the Statute of Limitations is suspended (90 days in the States) to give the taxpayer time to pay or appeal.

"A NOTICE OF DEFICIENCY is a letter from the IRS stating the amount of a taxpayer's deficiency and how it was computed. The notice formally notifies the taxpayer of the impending assessment, suspends the statute of limitations on assessing and collecting the deficiency and starts the 90-day period during which a taxpayer can petition the Tax Court for a redetermination of the deficiency without first having to pay it."

tax reassessment affecting time-barring period

I know prescription has to do with time-barring of tax claims and presumably interruptive means that the period will be stretched out to cover any investigation

a proposal for readjustment suspending? the prescription

I think this means they are giving 'Monsieur' a second chance in the sense that they are suggesting allowing a 'rectification- redressement = adjustment be made to the balance sheet. The time allowed for this would not count for the cut-off period - hence 'interruptif'. Not sure if it might mean nullifying the prescription or just suspending it.

"Interrompre une préscription" get quite a few ghits.
