Firefighters protective clothing
The country is Belgium
This is a technical specification for Firefighters protective clothing = TENUE D’INTERVENTION DES SERVICES D’INCENDIE
I am guessing that "conte" is a weird spelling for "compte" but I am not aware of the phrase "tenir compte AVEC".
Also, even if I were to change the phrase to the more familiar "tenir compte DE" it does not make sense to me that they are saying that if you conduct maintenance or cleaning in a non conventional manner you are NOT to take into account the stated standard.
I would have thought that you would need to comply with standards whatever cleaning methods you were using.
Someone please put me out of my misery!

It surely must be "tenir compte avec" (which does exist). I then read it as saying that some/all of the specific steps of EN ISO 6330 need not (rather than must not) be applied i.e they are not applicable.

Discussion
As for the "norme", the simple way round that one is to track it down and see if it makes sense to you. If not, then you might like to find a (tactful) way of raising the question with the client.
