Hi! My creative juices are simply not flowing today... Here's the whole sentence:
"Na minha opinião a gestão integrada de Resíduos Sólidos, só terá sucesso desde que a comunidade interiorize que a preservação ambiental só pode ser conseguida numa perspectiva de “Cultura de Referência”, isto é, dentro do princípio de que todo o facto tem uma causa.

Think it might work better. What Cultura de Referência means is that people must have a social/cultural behavior of reference in order to change their environmental attitude.
