Well, "It's necessary to..." is not incorrect, but it doesn't quite sound right in the sense that there are other standard forms that are consistently used in that bureaucratic context, for instance, "...XXX is required", which generally follows the specification of the procedure that requires XXX.

A (Brazilian) Military Service Card must be presented for passport renewal

There is no such thing as a "reservist card" and that expressino would not be understood as the Brazilan Military Service Card.Please note that this is not an Exemption anything. It is issued to people who have served (and become "reservista", that is member of the reserve forces) as well as to the ones who, after enlisting (which is mandatory) were exempted.

I was debating with it when I first posted, as it's all tricky to translate it because systems vary from country to country. Reserve ID Card is what I hear for the US, but your answer below might be the best as it just explains what it is.

It is necessary to present Military Service Exemption Card for passport renewal

The item you are referring to as a "Carteira de Reservista" Is a document that does not have an exact correlation in the United States to my knowledge... To wit: there is no actual physical Card issued for this purpose.
However.. During the time of "Draft" (something of the past) it was necessary to be "Legally Excluded from Military service" but even in that time I have not found a "Exemption Card" actually physically being issued.
This question may need to be resolved by a call to the local Brazilian Consulate.

Only problem I have with the current translation above... is that a "Reservist Card" does not exist in USA... So how does this affect the translation? translate literaly and leave the reader in the dark or render the meaning and its intent?
By calling it a "Reservist Card" you run the risk of the reader misunderstanding this required document as his "Military Reserve Identification Card" which is an entirely different document... If the person had this document then they would be a member of our Arm Forces Reserve which is another issue.
