"Arbete" is one of my least favorite words to translate.
I despise translating it as "work" because I don't think it sounds natural to talk about "a work" or "the work" in such a general sense.
But it's not exactly a "project" either.
Here is the context.
[xxxx-myndighet]s HR-arbete
Långsiktiga mål
* Medarbetarna inom [xxxx-myndighet] har förmåga och förutsättningar att uppfylla [[xxxx-myndighet]s uppdrag och ansvar i samhället.
* HR:s arbete stärker arbetsgivarrollen och tydliggör medarbetaransvaret, vilket gör [xxxx-myndighet] till en attraktiv arbetsplats för alla som vill medverka till att ....
* HR-avdelningen/[xxxx-myndighet] anger en gemensam färdriktning för [xxxx-myndighet]s HR-/personalarbete så att arbetet förenklas, förtydligas och effekten förstärks.

Can anyone think of a synonym I can use consistently here, or will I need to use different words in each instance?
Also some sources would translate HR-arbete in compound as "HR management" but that doesn't really seem applicable here, or does it?
