"bona fide officers" is a good choice, but I think this one is more appropriate for an officinal tranlation, which is supposed to be as "literal" as possible (even though we often don't like "literal" translations)"

This phrase is much longer than the Spanish, which is unusual, but I use it in my translations because it's clear.
