efterföljs

Swedish to English Marketing Food & Drink hospital kitchen equipment
I believe this is a government issued guideline for food standards, which hospitals consult. I am not sure whether they are referring to the latest available edition (in full/in its entirety) or whether I have misunderstood something key in this sentence.

Riktlinjerna i regeringens publikation.
”Mat och näring för sjuka inom vård och omsorg” **efterföljs** sedan maj 2005 fullt ut.

The Swedish sentence doesn't include "the standard" which efterfoljs is referring to. I think adheres to the standard or fulfills the requirements of the plan sound better in English.
