"verbeurt" and "opvorderbare boete"

Bij overtreding van de bepalingen uit dit artikel verbeurt de overtreder ten behoeve van de ander een onmiddellijk opvorderbare boete van € 5.000,00 per overtreding, onverminderd het recht van de ander vergoeding van de werkelijk geleden schade te vorderen

For verbeurt, I came across the words remit and called, which do not make any sense. For opvorderbare boete, I was able to find repayable fine, but what is a repayable fine? Any help you can provide would be of great help.

Opvorderbare boete I was able to find "collectible" for "opvorderbare". Does " collectible fine" make any sense in this paragraph. "an immediate collectible fine of 5000 EURO per violation" I think it is better than "repayable fine".
