Several meanings: Quase can have several meanings: almost, hardly, close to, among others.
Among was not intended to be a translation for 'quase'!

Personally I would use "feeling of almost utter despair", because to say "there was a feeling" implies that in the present situation people are feeling this. But you can also say "atmosphere of almost utter despair."

"Utter" is commonly used alongside "despair" (and many other adjectives) to highlight or emphasise the sensation.
Example sentence:

"In fact, the hon. and gallant Gentleman created AN ATMOSPHERE OF ALMOST UTTER DESPAIR throughout the Committee, and in apologetic tones he told us that..."

"But if you are down rather than depressed you should be able to see light at the end of the tunnel, rather than a FEELING OF UTTER DESPAIR."
