This is from a book on a French field hospital during the WWI :
"He heard from the hospital in the interior—for they were taking most of the wounded to the interior, at that time, for fear of upsetting Paris by the sight of them in the streets—that artificial legs were costly."

I would say, given the context, that they were taking the wounded to a hospital located in the interior of France, well away from the city, to not upset the Parisians seeing the wounded or amputees.
