Personnel costs should not exceed the proposed budget
In NL kennen we de uitdrukking 'snijden in (de uitkeringen, de gezondheidszorg etc.)' in de betekenis van 'bezuinigen op'. De uitdrukking 'in de portemonnee snijden van' lijkt vooral in Belgie gebruikt te worden (cf. Google) en betekent dan zoiets als '(veel) geld kosten aan'. Een soort variant dus op NL 'het in de portemonnee voelen' :-)
In de gegeven context denk ik dat zoiets bedoeld wordt als dat de personeelskosten/lasten niet te hoog mogen worden en bijv. binnen het afgesproken budget moeten blijven. Zo niet, dan is dit merkbaar in de portemonnee (resultaten) van BV XXX.
... worden overgenomen door de Vlaamse Gemeenschap zodat het megalomaan project van de Burgemeester niet langer in de portemonnee van de Bruggeling snijdt. ...

In de gegeven context denk ik dat zoiets bedoeld wordt als dat de personeelskosten/lasten niet te hoog mogen worden en bijv. binnen het afgesproken budget moeten blijven. Zo niet, dan is dit merkbaar in de portemonnee (resultaten) van BV XXX.
