Agreement term regarding an original budget for a project. Clearly they are not allowed to deviate from the budget made in their original financial statement, but I'm not absolutely certain how to translate this final sentence, as they only make one project application at a time.

It means that they cannot shift money from the one budget account to another one easily. Ergo: budgetted amounts must (preferably) stay within their accounts and cannot be transferred one two three to another one.

Hence you could translate as: Transfers (of amounts) between accounts may not be made without justification.
Example sentence:
