Here, the writer is mentioning some of the Libyan tribes that were enlisted in Herodotus's book. what does he mean by "otherwise unknown?" otherwise in Herodotus's book? or otherwise in any reference? or what?

And what does he mean by "unknown"? "not mentioned"?? or is "otherwise unknown" is one term?
